Clash Cyril Hanouna – Louis Boyard: Arcom launches sanction proceedings against C8

Arcom (ex-CSA) had promised to decide “quickly”, it kept its word. Just a week after the heated argument between Louis Boyard and Cyril Hanouna on the set of “Touche pas à mon poste”, the audiovisual regulator has decided to open sanction proceedings against C8. This decision indicates that the institution considers the chain in a situation of recidivism, without for the moment being specified the basis retained by its services.

Thursday, November 10, the 22-year-old deputy had abruptly left the set of “Touche pas à mon poste” after a particularly tense exchange with his host. At the origin of their pass of arms, attacks by deputy Nupes against Billionaire Vincent Bolloré, owner of the channel, then against Cyril Hanouna, accused of raising racism with his broadcasts. “Abruti”, “shit”, “naze”, had in particular insulted the figure of C8 in return during the sequence of ten minutes.

Since then, Louis Boyard has announced his intention to file a complaint for public insult against the host. Saying “regret the insulting remarks” but considering the deputy “wrong from A to Z” in this story, Cyril Hanouna intends for his part to attack the politician in defamation. Louis Boyard also claimed the opening by the National Assembly of a commission of inquiry on the “concentration of the media and more specifically on the financing of the Bolloré empire”.

A wide range of penalties

Arcom, via its director general, will seize the State Councilor Bertrand Dacosta. This independent rapporteur will decide whether or not to initiate a sanction procedure against the Canal + group antenna. If so, the senior official will carry out an investigation respecting the rules of adversarial proceedings, and will propose to Arcom, if he deems it necessary, a sanction against the chain. After a final hearing of the representatives of C8, the Audiovisual Wise Men will then be free to follow or not the recommendations of the independent rapporteur. The range of sanctions available to them is wide, ranging from a fine to suspension of the program or even withdrawal of the channel’s broadcasting licence.

This process should take several weeks. This is not the first time that it has been triggered against a program by Cyril Hanouna. In 2017, Arcom had for example inflicted a fine of 3 million euros to C8two months after the broadcast of a hoax deemed homophobic in “TPMP Radio Baba”.
